Learning Differences Lose Out at Lovejoy

Lovejoy ISD spent incrementally less every year on the children who need the most help, until the 2006-2007 year. These charts were posted school year 2006-2007 and may have affected budgeted spending for year 2006-2007. This would be the first year that the spending percentage for learning difference children increased rather than declined. The increase in budgeted spending may also be a result of children returning from Allen ISD (grades 7th & 8th) where their learning differences may have been identified in Allen ISD and were not identified in elementary at Lovejoy ISD. According to information from the TEA, Lovejoy still spends less on children with learning differences than all other Collin County districts.

Lovejoy has successfully reduced the population of special education children.

All children with learning differences are required to take a full schedule of core pre-AP classes. Lovejoy ISD does not offer core regular track classes. It would seem that due to the "rigor" of the curriculum and increased support, that the amount spent would go up a great deal, but that is not the case.

"Why have two tracks based on the same curriculum?" Superintendent Ted Moore said. "You don't negotiate the standard down; you negotiate the support up. Some kids are going to require more support than others."

Lovejoy has successfully reduced the special education population despite increasing population. The large student population increase from 2005-2006 to 2006-2007 is due to the opening of the secondary school (Fall 2006) and the return of Lovejoy secondary students enrolled Allen ISD year 2005-2006.
